I never made the step from the sexual mores/fertility business of the Emarn being a cool detail of the world to it social commentary, but I think you're spot on here. I suppose this is because Orguss isn't beating me about the head while claiming that it is social commentary? Well, that's my failing because this show is indeed s subtle pleasure that should bee seen by more people.

A fair point on the setting for sure.

I ended up watching a bit more of the series and it somewhat confirmed my suspicions of the tone - the authorities were predictably and frustratingly decadent and the young soldiers expendable yet expendable in a way which didn't make them sympathetic or interesting.

I do have to agree with the lack of emphasis on the characters. The manga was already on middle ground on that imo and the anime just made it worse. Although your questions on the credibility of the setting would have to be contended since this is all information coming from the city itself. I have high suspicion that this kind of information is all propaganda made by the monarchy itself. we have no knowledge of the actual actions of inside the monarchy. They Setting very well could reside in a very Mesopotamian area where all human societal needs are basically within one state and so it could be sustainable. We don't even know if this is Earth or not (not even Middle Earth). What defines the manga is the realization by the reader that the state of affairs is not what it seems to be. Even the source material is in its infancy so it is hard to say.

I think Urobochi is rather well regarded in general (Madoka was immensely popular for one).

I'm not convinced myself. I think even though Valverave is the "safer" show (just as derivative except from Geass and Gundam) it's got more potential to be entertaining - and Majestic Prince is a real oddity of sometimes clever jokes alongside dopey faces and slapstick.
